The construction process represents the culmination of many months, if not years, of planning and engineering effort. The pavement construction project is often designed to serve the Owner for a 10 to 20 year period, and represents a large cash outlay. Very often, due to funding limitations, the construction project is the Owner's only opportunity to improve the pavement infrastructure for many years. Therefore, a thorough understanding of pavement materials and construction processes is critical to the ultimate success and longevity of the completed work.

Typical services include value engineering, tender review, contract negotiations, review and analysis of materials mix designs, development of Owner Quality Assurance and Contractor Quality Control programs, review and analysis of acceptance and quality control test results, quality assurance or validation nondestructive testing, analysis of contractor claims, expert witness testimony, overview inspection, troubleshooting, and final inspection and closeout.
